His Highness Samaila Muhammad Mera

Alhaji Samaila Muhammad Mera is a civil engineer with a Higher National Diploma (HND) in Structural Engineering and a Master of Science Degree (MSc) in Water and Waste Engineering from Loughborough University of Science and Technology, Leicestershire, England.

His Highness was a hands-on engineer working with the World Bank assisted Agricultural Development Project in Sokoto where he rose through the ranks from the position of a technical officer to that of a zonal engineer. Enriched with valuable field experience in the Design and Construction of Feeder Roads, Earth Dams, Housing Estates and Rural Water Schemes at the end of his World Bank contract engagement, he returned to his first Higher Education alma mater to help train young engineers as Principal Lecturer in the Civil Engineering Department for two years and later as a Director of Works and Services of the Polytechnic.

In 1992 he transferred his service to the Kebbi State Civil Service as Principal Engineer ( Projects and Design) and rose to the rank of Assistant Chief Engineer( Projects and Design). He was the Counterpart Engineer for the World Bank sponsored multi-million dollar National Water Rehabilitation and the Multi State projects before his appointment as Commissioner of Agriculture, Water Resources and Rural Development- a position he held for thirty months until his appointment as the 33rd Emir of Argungu in 1996. He is a member of the Nigeria Society of Engineers, Council of Registered Engineers of Nigeria, Institute of Water and Environmental Management (UK), National Council of Agriculture (1994-1996), National Council of Water Resources and Rural Development (1994-1996) and a recipient of the National Honor of Commander of The Niger (CON) amongst many.

He is the Chancellor, Northwest University Kano and Chairman, Governing Council of Adamu Augie College of Education.
